At the request of the Missouri Commission for the Deaf and
Hard of Hearing, HB 1036 was introduced by Representative
Therese Sander of Moberly.  HB 1036 would require that
beginning January 1, 2007 all electronic video instructional
materials (such as videotapes, CDs, DVDs, and film) offered
for adoption or sale to Missouri schools have either open or
closed captions.  The bill was read a first time on 1/4/06 and
read a second time on 1/5/06.  It was referred to the House
Higher Education Committee on 1/25/06 and had a public
hearing on 1/31/06.  A House Committee Substitute (HCS) for
HB 1036 was voted “Do Pass” by the House Higher Education
Committee on 2/14/06, and (as reported earlier) it looked like
the bill was going to die in that committee as it was not
reported out for almost two months.

But surprisingly, HB 1036 was reported out on 4/5/06 and sent to the House Rules Committee.  That committee voted the bill “Do Pass” on 4/10/06.  HB 1036 was perfected on 4/26/06 with no amendments being added.  HB 1036 was passed by the House today (4/27/06), and it was reported to the Senate where it was read a first time.
