   HB181 (Captioning of Educational Videos)
                   Passed by the House

HCS HB 181 as amended was read a third time and passed the House
yesterday (4/4/07) by a vote of 146 “Yes” to 13 “No.”  The bill was
reported to the Senate and read a first time today (4/5/07).  HCS HB 181
as amended, if it became law, would require that beginning January 1, 2008
manufacturers and publishers of electronic video instructional materials
(CD, DVD, videotape, film, etc) offered for adoption or sale in Missouri
must supply those materials with either open or closed captions, or the
manufacturers and publishers will be liable to the purchaser for three
times the cost of adding captions.  We are now one step closer to ensuring
that deaf and hard of hearing students in Missouri have full access to the
spoken content of educational videos acquired and used by their schools
in the future.  We will keep you informed of the progress of HCS HB 181
in the Senate.
