Under current
Missouri law, interpreters must be provided to deaf persons for
certain proceedings in state prisons. House Bill 1715 (HB 1715)
would extend this requirement to provide interpreters to deaf
persons in proceedings in juvenile detention or correctional
facilities. The Missouri Commission for the Deaf fully supports this
bill.
HB 1715 was introduced by Representatives Danielle Moore and Chuck
Graham on 1/30/02, and referred to the House Judiciary Committee on
2/14/02. HB 1715 had a public hearing on 3/5/02, and was reported
out of that committee on 3/14/02 with a "Do Pass" recommendation.
The House passed the bill on 4/5/02 by a vote of 107 "Yes" to 19
"No." The bill went to the Senate where it was referred to the
Senate Judiciary Committee. It had a public hearing on 4/9/02, and
was reported out of that committee this week (4/15/02) as a consent
bill with a "Do Pass" recommendation. It is now number 6 on the
Senate 3rd Reading Consent Calendar.
Advocates who wish to support this bill can do so by contacting
either the either the President Pro Tem of the Senate or the Senate
Majority Floor Leader and ask that HR 1715 be moved to the Senate
floor as soon as possible for debate and vote. In addition,
advocates should call or send an e-mail to their local Senators and
ask for their support of HR 1715 when it comes up for a vote on the
Senate floor.
