HB 1906,
introduced by Representative Green, is scheduled for another public
hearing this coming Monday, February 25 at 1:00 p.m. by the Fiscal
Review and Government Reform Committee in Hearing Room 5.
This bill would allow the Commissioner of Administration to transfer
all or a portion of dedicated fund balances to general revenue at
the beginning of each fiscal year, including the BCI Fund. The
commissioner is to develop a methodology to charge state funds for
their share of state services, including the costs of the Office of
Administration, the General Assembly, and statewide elected
officials.
If this bill were to pass, any or all of the balance remaining in
the BCI fund at the end of each fiscal year could be transferred to
the general revenue fund. Regardless, some money from the fund is
likely to be transferred as a service fee to help pay the costs of
state government. The BCI Fund is a revolving fund that currently
receives all fees associated with the Missouri Interpreter
Certification System and uses those moneys exclusively to pay the
costs of administering the MICS.
If this bill were to pass, some of the moneys from the BCI fund
would be lost and used to cover the costs of administering Missouri
state government, rather than administering the MICS, which the fund
was created to do. The executive director of the Missouri Commission
for the Deaf will testify in opposition to HB 1906 as it could
directly result in increased costs to interpreters for MICS
certification and increased registration fees at the annual Missouri
Statewide Interpreters Conference, and indirectly in increased costs
to deaf and hard of hearing consumers. Persons who wish to express
