The State
Committee of Interpreters has proposed an amendment to their
administrative rule that details the Ethical Rules of Conduct for
interpreters in Missouri. The proposed amendment specifies that “An
interpreter shall not interpret in a setting beyond his or her
certification level, as provided for in 5 CSR 100-200.170” (which is
the Skill Level Standards Rule of the Missouri Commission for the
Deaf and Hard of Hearing).
Basically this proposed amendment is necessary to
ensure that only interpreters with the highest levels of skill are
allowed to provide interpreting services in the most important
settings, such as hospital emergency rooms and felony trials, while
interpreters with lesser skills are required to interpret only in
settings with fewer potential social and personal consequences.

MCDHH supports this proposed amendment, and urges
all proponents to immediately send either an e-mail or a fax to the
State Committee with a statement that they “support the proposed
amendment to the Ethical Rules of Conduct that says “An interpreter
shall not interpret in a setting beyond his or her certification
level, as provided for in 5 CSR 100-200.170.” Your statement of
