6, 2004 Certification Requirement Added to SCS HCS HB 1040
Yesterday the Senate
passed SCS HCS HB 1040 with the language to completely exempt
educational interpreters from all licensure requirements left in the
bill. At the request of MCDHH, Senator Mathewson added an amendment
on the floor (Amendment # 1) that would require certification for
all interpreters in the state regardless of licensure requirements,
and would give MCDHH legislative authority to investigate, and seek
a variety of legal remedies against persons found to be interpreting
without any certification. That amendment was passed, and the bill
went to the House today where no action was taken. A motion was
made in the House to send the bill to a conference committee, but
there were objections to that and the bill was laid over (meaning
that it will be taken up again at some later time; maybe tomorrow;
maybe next week).
SCS HCS HB 1040 is now in the House,
and all advocates who would like to see the exemption for
educational interpreters removed should immediately contact members
of the House and let them know that you "are strongly opposed to
section 209.321.6 of SCS HCS HB 1040 that would completely exempt
all educational interpreters in Missouri from licensing and
certification requirements because it would hurt deaf children in
our public schools."
