| A Senate Committee
Substitute (SCS) for the House Committee Substitute (HCS) for House
Bill (HB) 1195 (SCS HCS HB 1195) was reported out of the Senate
Financial and Governmental Organization, Veteran's Affairs and
Elections Committee last Thursday (5/6/04). It was assigned to
the Senate Governmental
Accountability and Fiscal Oversight Committee on Friday (5/7/04) for
a review of the fiscal impact of the bill.
As far as MCDHH has been able to
learn, that Senate Committee Substitute bill still includes the
language that would create a "provisional public school certificate"
that MCDHH would have to grant to anyone nominated by a public
school district to interpret in its schools, and it would exempt all
holders of that certificate directly from the interpreter licensure
law and indirectly from all certification requirements. That bill
is not yet on the Senate calendar, but that can, and will likely,
happen very fast. At some time in the next couple of days SCS HCS
HB 1195 will likely be voted on by the entire Senate.
MCDHH is strongly opposed to the
sections of SCS HCS HB 1195 that would create a "provisional public
school certificate" and would urge all like-minded advocates to
immediately contact their senators and let them know that you are
"strongly opposed to the sections of SCS
HCS HB 1195 that would create a 'provisional public school
certificate' and would urge them to delete those sections from the
bill."
