If passed, HB 1459 would require real-time
captioning of all local news, weather, and sports programming by all
television stations in Missouri no later than January 1, 2006, and
would allow exemptions only to very small stations that would have
to expend more than 2% of their annual gross income to provide
real-time captioning of their news broadcasts. Real-time captioning
would be required to remedy the inadequacies of the "electronic newsroom" technology, which only captions what is on
the pre-recorded teleprompter.
Advocates who would like to see HB 1459 move forward should CONTACT
