JCAR Approves Proposed Amendment to Skill Level Standards Rule

The Joint Committee on Administrative Rules (JCAR) held a public hearing this afternoon concerning the proposed amendment to 5 CSR 100-200.170 (the Skill Level Standards rule). The only issue in contention was whether or not holders of an RID CI/CT or CSC certificate should be treated as where they can work in Missouri. The proposed rule amendment treats an RID CI/CT or CSC holder as if they had an MICS Advanced (Level 4) certification, but some opponents of the rule wanted RID CI/CT or CSC certificate holders to be treated as if they had an MICS Comprehensive (Level 5) certification.

Testifying in opposition to the proposed amendment were Alta Bradshaw (Deaf Interlink), Kathleen Alexander (member of the Missouri Commission for the Deaf and Hard of Hearing), Glenace Humphrey (Region 4 Representative to the RID Board of Directors), Laura Forbes (President of the St. Louis Chapter of RID), Barbara Bogomolove (BJC Health Care), Clay Nettles (Executive Director of RID), and Jake Thomas (National Testing Coordinator of RID).

Testifying in support of the proposed amendment were Dr. Roy Miller (Executive Director of MCDHH), Kandice Allee (Executive Assistant/Staff Interpreter of MCDHH), Dan Betzler (member of the Board for Certification of Interpreters), Nina Wilson (member of the Missouri Commission for the Deaf and Hard of Hearing), Kim Davis (Workshop/Training Specialist of MCDHH), Mary Luebke (member of the Board for Certification of Interpreters), Paul Blicharz (member of the Missouri Commission for the Deaf and Hard of
Hearing), and Ula Williams (Director of the Maplewoods Community College Interpreter Training Program). Written testimony was also submitted by Amy Fowler (Coordinator of the MICS).


At the end of a long afternoon of sometimes very confusing discussion the members of JCAR voted to accept the proposed amendment to the Skill Level Standards rule, declaring that it was neither "arbitrary and capricious" nor "unreasonable burdensome on persons affected" by the rule.
