HB 1036 (Captioning of Instructional
Materials) is Read

In cooperation with the Missouri Commission for the Deaf and
Hard of Hearing, Representative Therese Sander of Moberly
has introduced HB 1036, which would require that all electronic
 video instructional materials, such as videotapes, CD’s,
DVD’s and films, that are designed, for pupils in Kindergarten
through grade twelve and are offered for adoption or sale in the
state of Missouri must be either open or closed captioned
beginning January 1, 2009.  HB 1036 had a first reading on
1/4/06, a second reading on 1/5/06, and is currently awaiting
assignment to a committee.  MCDHH will keep you informed
regarding the progress of this bill.
