HB 1036
(Captioning of Instructional
Materials) has a Hearing
At the request of the Missouri Commission for
the Deaf and
Hard of Hearing, HB1036 was
introduced by Representative
Therese Sander from Moberly. If passed, HB1036
would
require
that beginning January 1, 2007 all electronic
educational video materials (such
as videotapes,
film, CD’s
and DVD’s) with audio content offered for adoption or sale to
schools
in Missouri
would have to be either open or closed
captioned by the publisher or
manufacturer.
HB 1036 had a public hearing before the House
Higher
Education Committee this afternoon,
at which six people
testified in support of the bill and nobody testified
against the
bill. MCDHH
wishes to sincerely thank JJ Jones from The
Whole Person in Kansas City and
Brenda Muntz
an
educational interpreter in the Blue Springs School District for
making the
long drive to
Jefferson City to testify in support of
HB 1036. In addition to the oral
testimonies, MCDHH
presented all the members of the committee with seventy-six (76)
e-mails and
faxes in support
of HB 1036.
I want to encourage anyone who has not yet
sent me an e-mail in support of HB 1036 to do
so at your earliest convenience. If the bill makes it out of the House we will
have to support
it before a Senate committee, and the more written testimonials that I have at
that time the
better the chances of the bill being passed. We will keep you informed of the
progress of
HB 1036.
