HB 1036 (Captioning of
Instructional
Materials) voted Do Pass
A Committee Substitute Bill (CSB) for HB 1036
was voted “Do
Pass” by the House Higher
Education Committee yesterday
(2/14/06).
All of the new provisions in CSB HB 1036 were
requested by
the Missouri Commission for
the Deaf and Hard of Hearing
and generally make the bill a better bill. For
example, the
original HB 1036 limited the captioning requirement only to
visual instructional
materials
designed and marketed for
students in grades K-12. The committee substitute has
broadened that mandate so that it would require captions for
visual
instructional materials
designed and marketed for all
grade levels, including colleges and
universities. As a
second
example, the original bill had an effective date of January 1,
2009, but
the substitute
bill changed that so that the bill would
become effective on January 1, 2007.
We will keep you informed once CSB HB 1036 has
been reported out by that committee’s
chair, so that you can then contact your local representative to ask their
support for the
bill when it comes up for a vote on the floor of the house.
