HB 1036 Floor Vote

HB 1036 (Captioning of Instructional
Materials) Reported out for a House Vote

At the request of the Missouri Commission for the Deaf and
Hard of Hearing, HB 1036 was introduced by Representative
Therese Sander of Moberly. HB 1036 would require that all
electronic video instructional materials (such as videotapes,
CDs and DVDs) offered for adoption or sale to Missouri
schools have either open or closed captions. The bill was
read a first time on 1/4/06 and read a second time on 1/5/06.
It was referred to the House Higher
Education Committee on 1/25/06 and had a public hearing on
1/31/06. A House Committee Substitute (HCS) for HB 1036
was voted “Do Pass” by the House Higher Education
Committee on 2/14/06, and it looked like the bill was going to
die in that committee as it was not reported out for almost
two months.

But surprisingly, HB 1036 was reported out last Wednesday (4/5/06) and sent to the House Rules Committee. That committee voted the bill “Do Pass” yesterday (4/10/06) and it is now waiting to be placed on the calendar for a floor vote in the House. All advocates who would like to see this bill become law should contact their local representative and urge them to “Vote Yes” when HB 1036 comes up for a vote on the House floor.
