MCDHH Legislative Initiatives
HB1036: Beginning January 1, 2007, this bill requires closed
or open
captioning of electronic video instructional materials, including
CDs, DVDs, videotapes, and film, designed for
use in educational
institutions. Exceptions are made for certain materials. A
publisher that fails to comply with the requirements is liable to
the entity that purchases the materials for 10 times the amount
paid to have them captioned.

HB1825:
Beginning January 1, 2007, this bill
requires Missouri television stations with gross
revenues over $3 million a year to provide real-time captioning for deaf and
hard of hearing
persons of all local news, weather, and sports broadcasts. Expenditures may
be limited to
2% of a television station's gross annual revenue. The use of
electronic newsroom (ENR)
technology will not be sufficient to comply with the bill.

HB1041:
This bill expands the practice of
audiology to include the fitting, programming, and dispensing
of hearing instruments, assistive listening devices, and other amplification
systems.
The State Board of Registration for the Healing Arts is authorized to adopt
rules pertaining
to consumer protection similar to those adopted by the State Board of
Examiners for Hearing
Instrument Specialists.

SB940:
This bill adds fitting, programming, and
dispensing of assistive listening devices and other
amplification systems to the definition of the practice of audiology.
The bill requires the State Board of
Registration for the Healing Arts to promulgate rules that
establish ethical standards relating to hearing aid dispensing, that ensures
consumer protection
equal to the standards established for hearing aid dealers and fitters.
The board may charge audiology fees needed to
supplement revenue fees available to support
the cost and expense of administering the hearing aid specialists act,
concerning hearing aid
dealers and fitters, until January 1, 2009.

HB1814:
This bill requires that English be
the language of all official proceedings in Missouri,
except those occasions where American Sign Language is used for the purpose
of
communication or education.
