House Committee Substitute for HB181
(Captioning of Instructional Materials)
voted Do Pass by House Rules Committee

The House Committee Substitute for HB 181 was voted “Do Pass” by the
House Rules Committee on 3/15/07 and reported to the floor.  HSC HB
181, if passed, would require that beginning January 1, 2008, publishers
or manufacturers of electronic video instructional materials offered for
adoption or sale to educational institutions in Missouri must provide
either closed or open captioning on such materials.  However, the
enforcement language that was contained in the original HB 181 was
removed in HCS HB 181.  That language said that if a publisher failed
to comply with the captioning requirements, they would be liable to the
purchaser of the materials for damages of 10 times the amount paid to
have them captioned.  MCDHH will continue to get that language added
back to HCS HB 181.  We will keep you posted regarding the progress
of HCS HB 181.
