SB435 (Captioning of Instructional
Materials) is
voted Do Pass

Good news!  SB 435, sponsored by Senator Scott Rupp of Wentzville, was voted “Do Pass” by the Senate Commerce, Energy and Environment Committee on 3/1/07.  If enacted into law, SB 435 would require that beginning January 1, 2008, publishers or manufacturers of electronic video instructional materials offered for adoption or sale to educational institutions in Missouri must provide either closed or open captioning on such materials. If a publisher fails to comply with the captioning requirements, the entity that purchased the materials may receive damages of 10 times the amount paid to have them captioned.  We will keep you informed regarding the progress of SB 435.
