HB1385-Creation of MCD
    In June 1988 Governor John Ashcroft signed House Bill 1385
establishing the Missouri Commission for the Deaf (MCD) within
the Department of Elementary and Secondary Education.

HB1132/1315 - Establishing the Missouri Relay System
    In July 1990 Governor John Ashcroft signed HB1132/1315 establishing the Missouri Relay system, which is a dual-party system using third-party intervention to connect deaf and hard of hearing people, using TTYs, to hearing people, using voice telephones.

HB600 - Providing confidentiality for Missouri Relay calls
 
 In June 1993 Governor Mel Carnahan signed HB600, which provides that a person relaying a call between a deaf or hard of hearing person and a person who can hear can not be compelled to reveal the contents of that conversation except under a court order in proceedings related to criminal charges.

SB568 - Establishing the Missouri Interpreter Certification System
   
In June 1994 Governor Mel Carnahan signed SB568, which established a state certification system to help verify the qualifications of people who are working in the Missouri an interpreters.

SB568 - Establishing Licensure for Missouri Interpreters
    In June 1994 Governor Mel Carnahan signed SB568, which established a requirement that all interpreters working in the state possess a license to interpret, this is intended to help monitor the quality of interpreting services provided in Missouri.

SB275-J88 Option for Driver's Licenses
    In July 2001 Governor Bob Holden signed Senate Bill 275 allowing deaf and hard of hearing people to request a "J88" code be put on their driver's license to show that they have a hearing loss and use alternative communication.

HB1715-Interpreters for Juveniles in Detention or Corrections proceedings
    In July 2002 Governor Bob Holden signed House Bill 1715 requiring that interpreters be provided to individuals who are deaf in juvenile detention and correction proceedings and facilities in Missouri.

HB1783-Name Change to Missouri Commission for the Deaf and Hard of Hearing
    In July 2002 Governor Bob Holden signed House Bill 1783 changing the name from the Missouri Commission for the Deaf to the Missouri Commission for the Deaf and Hard of Hearing which better reflects the population of people that MCDHH serves.

SB1211-Jury Eligibility
    In July 2004 Governor Matt Blunt signed Senate Bill 1211 modifying the requirements for eligibility to serve on a petit or grand jury. This act modifies provisions relating to such jury service. The act establishes an exception to the current requirement that a person is disqualified from serving as a petit or grand juror if that person is unable to read, speak, and understand English, when the inability to do so is due to a vision or hearing impairment which can be adequately compensated for through the use of auxiliary aids or services.

HB530-ASL for Foreign Language Credit
    In June 2005 Governor Matt Blunt signed House Bill 530, which recognized American Sign Language as a foreign language for credit granting and receiving purposes in elementary, secondary, and post-secondary schools in Missouri.  Students may now take ASL classes to fulfill the foreign language requirements of their school program and/or entrance requirements of any public college or university.
